Atigun’s professionally trained and experienced staff provides a range of building envelope testing, auditing and related construction consulting services to the Federal, State and Municipal Government client. Tightening regulations, stricter building codes, higher standards and shrinking government budgets require ever more efficient designs and buildings. Consulting with Atigun early in the process allows for the incorporation of applicable standards into the design and planning phases of the project. Construction phase mock-up testing and building inspections verify that the design is properly executed and that products are applied in accordance with manufacturer and industry standards. Final building testing by Atigun staff provides the scientific and quantitative verification of the quality of construction for both the owner and contractor.
Qualifications
Our commercial and government building testing staff are trained to the latest ASTM, ISO and U.S. Army Corps of Engineers standards by industry leaders, manufacturers and trade organizations. Our certifications meet the requirements of all government air barrier specifications for “Testing Agency” and include:

Bio: James Thomas is founder and CEO of Atigun, a provider of energy auditing, testing and management services. Atigun is celebrating 16 years of successful operations in 2020. Prior to Atigun, James worked in the operations for several national environmental service companies. James was honorably discharge from the US Army in 2000 after 7 years of distinguished service in the Transportation and Intelligence Corps. His career in testing and inspection began in 1990 in his home state of Alaska where he started work on the pipleline as an ultrasonic and magnetic technician. James is an active member of a number of industry organizations including the Association of Energy Engineers and he Air Barrier Association of America.
David Trinh

Bio: David is a graduate Cum Laude from VCU with BS in Mechanical Engineering. David has applied his skills as an industrial piping insulation estimator for projects ranging from VA Medical Centers to Anheuser-Busch. David joined Atigun in 2019 and now leverages his programing skills coupled his mechanical engineering education to perform detail energy modeling and commercial inspections for clients that range from small commercial to complex structures over 100,00 square feet. David is a LEED Green Associate and an avid outdoor explorer.

The requirements and goals set by the Environmental Policy Act of 2005 (EPAct 2005), the Energy Independence and Security Act of 2007 (EISA2007) and Executive Order 13514 (EO13514) have added a new dimension to the government design/build and bid/build process by raising the quality bar for energy efficient buildings and often requiring hard quantitative testing and inspection of the building’s envelope during construction and upon completion. Studies have shown that to repair (if possible) a failed building envelope post-construction can be 10 times more costly than correction made during construction.
